You can use any of the millions of Windows themes available on the Internet, or create your very own themes.
You only need to collect the different elements you want to add to your theme, set them up and choose the "Save as" option of the menu. This will create a theme file, and the next time you want to use these settings, you will only need to open the file, and the program will change Windows' settings accordingly.
